What is constrained: Off-take across almost the whole province: TenneT's high-voltage grid has reached maximum capacity across nearly all of it, and parts of Stedin's regional grid are full as well. On 1 July 2026 Stedin added station-level congestion announcements for Hellevoetsluis, Europoort and Wellebrug (25/10 kV), each stacked inside the TenneT constraint. The Rotterdam harbour remains the sharpest case.
Still worth screening: The exceptions Stedin names itself: the Maasvlakte (with TenneT's 380 kV Amaliahaven station in progress for 2027), Alblasserdam (published headroom gap of 4.7 MW, relief expected 2027) and the area around Naaldwijk. The Westland sits on Westland Infra's grid and shows published off-take headroom on the capacity map, while its feed-in side carries a 104 MW queue.
What changed: Stedin's 30 March 2026 update states a forecast Rotterdam harbour off-take shortfall of 9 MW from 2027, rising to 64 MW in 2030, expected to ease mostly through flexible contracts and changing demand. On 1 July 2026 Stedin formally announced congestion at three more harbour-side stations and named the reinforcement set: Europoort 25/10 kV, a new Hellevoetsluis 2, a new 150/25 kV Merwedeweg, and TenneT's 380 kV Simonshaven (expected 2031) next to Europoort 380 kV (expected 2032 to 2035).
What to watch: The three congestion-management studies opened 1 July 2026 (Europoort, Hellevoetsluis, Wellebrug), TenneT's 380 kV stations Simonshaven (expected 2031), Europoort (expected 2032 to 2035) and Amaliahaven (2027), and whether the harbour shortfall forecast moves again at the next recalculation.

The area covers Hellevoetsluis, Westvoorne-Zuid and surrounding areas, inside the larger TenneT congestion area announced 17 November 2022 (stacked congestion). - Maasvlakte (Yangtzekanaal service area), off-take: The Maasvlakte is one of the off-take exceptions Stedin names for this province. The official capacity map (sampled 4 July 2026) shows the Yangtzekanaal service area with an empty off-take queue and the TenneT off-take layer one step below its most constrained level, with a new TenneT 380 kV station Amaliahaven under construction for 2027. - Westland (Westerlee service area, Westland Infra), both directions: The Westland greenhouse area is served by Westland Infra, not Stedin ('In het Westland, Midden-Delfland en een deel van de Botlek zijn wij beheerder van het elektriciteits- en gasnet.'). The official capacity map (sampled 4 July 2026) lists 378 MW existing off-take capacity against 240 MW required, an empty off-take queue and no TenneT-layer constraint, while the feed-in side shows 378 MW existing against 378 MW required with a 104 MW feed-in queue. - Alblasserdam en Molenlanden-West (Zwarte Paard service area), off-take: Alblasserdam is one of the off-take exceptions Stedin names, and the map detail shows why it is an exception with a horizon: the official capacity map (sampled 4 July 2026) lists 26.1 MW existing against 30.8 MW required off-take capacity with a 1.7 MW queue and no TenneT-layer constraint, expected solved in 2027. Stedin's investment plan has the Zwarte Paard station expansion approved for 2027.
