What is constrained: Off-take across almost the whole province: TenneT's high-voltage grid has been at maximum capacity since the summer of 2023, and parts of Stedin's regional grid (among others Walcheren Noord) are full on top of that. Feed-in is congested in parts of the province, with mandatory congestion management above 8 MW in the Noordring.
Still worth screening: The Midden- and Zuid-Zeeland subnetwork: TenneT's April 2026 recalibration releases about 260 MW there immediately for waiting-list customers, via flexible contracts and batteries. Areas where Stedin's own grid is also congested fall outside that release.
What changed: TenneT published the recalibration on 22 April 2026: about 260 MW released immediately, on top of about 370 MW already freed in 2025, though applicants in areas where Stedin's own grid is also congested fall outside it, and about 470 MW more after the fourth Borssele transformer (indicatively 2030 to 2031).
What to watch: The Stedin and TenneT calculation of where the released capacity lands on the regional grid (Stedin expected clarity from May 2026), the Borssele fourth-transformer planning, and the feed-in reinforcements at Grijpskerke (end 2028, expected) and Rilland (end 2030, planned).

- Province overview, off-take: In almost all of Zeeland the grid is full for off-take: TenneT's high-voltage grid reached maximum capacity (full since the summer of 2023 per Stedin's investment plan, page 72) and parts of Stedin's regional grid are full as well. Regional off-take waiting queues exist among others around Middelburg, Terneuzen, Goes and on Schouwen (capacity map, sampled 4 July 2026). Expected: Structural relief runs through the Borssele 380/150 kV coupling transformers; fourth transformer on an indicative 2030 to 2031 timeline. source
- Walcheren Noord (station Grijpskerke), off-take: Structural off-take congestion announced after the 1 October 2024 pre-announcement. Available transport capacity for off-take is 17.6 MW; the need grows to 23.2 MW by 2028, a structural shortfall of about 8.0 MW in the last congestion year before reinforcement (report of 17 December 2024, pages 5 and 6). Expected: Expansion of the Middelburg main distribution station plus a new station at Grijpskerke, in operation expected around the end of 2028. source

- Staart van Zuid-Beveland, oostelijk Tholen en St. Philipsland (station Rilland), feed-in: Structural feed-in congestion announced after the 2 July 2024 pre-announcement. Available transport capacity for feed-in is 140.0 MW (280.0 MW with technical measures); the need grows to about 289.2 MW by 2030, a structural shortfall of about 12.4 MW in the last congestion year before reinforcement (report pages 4 to 6). Expected: Reinforcement of the Rilland high-voltage station, currently planned for the end of 2030. source
- Noordring (Tholen en Schouwen-Duiveland), feed-in: Since 1 February 2024 the congestion area Noordring is in the phase of mandatory participation in congestion management on the regional grid: customers connected to Noordring stations with contracted feed-in capacity above 8 MW are obliged to participate. Stedin's investment plan (pages 86 and 87, reference date 31 October 2025) lists Noordring feed-in as red on both the Stedin and the higher-grid level. Expected: New transformer stations at Zierikzee and Serooskerke-Schouwen are in the investment plan for 2031 to 2033. source
- Terneuzen Braakmanhaven en Buitenhaven, off-take: Stedin's investment plan (page 87, reference date 31 October 2025) lists this Zeeuws-Vlaanderen industrial area as orange on the Stedin level and red on the TenneT level for off-take. TenneT's recalibration states that capacity release in Zeeuws-Vlaanderen depends primarily on the free capacity of the Borssele 380/150 kV coupling transformers (page 2); a dedicated TenneT 380 kV station at Terneuzen is scheduled for 2034 to 2037 on the capacity map. Expected: Borssele fourth transformer (indicative 2030 to 2031) first; new TenneT 380 kV station Terneuzen scheduled 2034 to 2037. source
