What is a congestion easer?
Under the ACM priority framework, the top priority category is congestion easers: connections that demonstrably free up grid capacity for others, rather than only consuming or supplying it. Enexis describes this as typically applying to batteries or gas generators used by large business connections. A battery or flexible generation asset may qualify as a congestion easer only if it demonstrably creates room on the grid. Qualification is conditional and assessed by the grid operator, not automatic.

Why does this matter commercially?
A congestion-easer qualification is not automatic, and it is not guaranteed to last unchanged: it depends on demonstrating an actual relief effect, assessed by the grid operator. For a developer, that makes the question worth asking early in project design, since it shapes the queue position category the connection will be assessed against, not just its raw project economics.
